The Project Manager or Senior Project Manager is responsible for managing the development and construction process of housing projects. This role serves as the main contact for all entities involved in the project, directs activities of Associate Project Managers and/or Project Managers, and oversees outside consultants. Key duties include: performing feasibility analysis, securing necessary development approvals, preparing documents and plans, and handling project financing applications.
Responsibilities:
- Perform feasibility analysis on proposed development projects.
- Serve as the single point of contact for development-related issues with all involved entities, including public and private lenders, City Planning, Building & Safety, Coastal Commission, and community groups.
- Manage and oversee the preparation of applications and required materials for project financing and department approvals.
- Coordinate and supervise project consultants and construction team members, overseeing construction bidding, contract materials, and selection of contractors.
- Negotiate investment terms and conditions with equity partners in the syndication of low-income housing tax credits and other financing programs.
- Monitor and evaluate all phases of design and construction, including drawings, progress, payments, and change orders.
- Negotiate with public agencies and community groups as needed.
- Coordinate tenant relocations with Asset Management staff.
- Make public presentations regarding the project, including design and finance.
- Participate in the interviewing and hiring process for directly supervised positions.
- Serve as a trainer and mentor to direct reports.
For background check purposes, material duties of this position include feasibility analysis on projects, serving as the main point of contact for private/public entities, managing and overseeing the preparation of applications/materials for project financing, coordinating project consultants, overseeing bidding, contract material, selecting of contractors, negotiating investment terms, monitoring and evaluating all phases of the design/construction process, negotiating with public agencies, coordinating tenant relocations, and serving as a trainer/mentor.
Minimum Qualifications
- Bachelor’s Degree.
- 4 years’ of experience in real estate development or finance, including 2 years of direct development experience.
- Proficient in Microsoft Office Suite (Word, Outlook, Excel).
Preferred Qualifications
- Bachelor’s and/or Master’s Degree in Development, Economics, Architecture, Public Administration, Planning, Real Estate, Business, or related field.
- Experience with affordable housing, finance, planning, community development.
- Knowledge of standard methods and techniques used in project feasibility analysis and monitoring of construction projects and financing.
- Knowledge of applicable federal, state, and local laws, codes, regulations, policies, and procedures.
- Knowledge of financial pro formas and financing sources such as LIHTC, MHP, and AHP.
- Strong analytical and organizational skills.
- Experience managing others in the construction and development process.
- Hands-on responsibility for managing construction and development of multiple complex housing projects.
- Excellent interpersonal skills for establishing and maintaining effective working relationships with employees, vendors, other departments, city staff, city officials, and the public.
Salary Range: $95,000 to $155,000*
